Necky is in the process of pulling the front bulkhead way back on the 18 (as I understand it). The rear most bulkhead placement is a preference thing. Some really like it the way it is with a bigger day hatch area. The foam layer that you are referring to is called Soric. The hexagonal pattern that you see is where the resin is infused through the Soric. By utilizing core material you can add hugely to stiffness without adding much weight. Pretty tough lay-ups! I suspect that you are seeing superficial abrasion on the inner layer of glass. In destructive testing I can tell you first hand that these infused Necky's are FAR more durable than the older hand layed up boats. I have a 16 at the side of my home that has been through rediculous abuse, and is perfectly functional, albeit ugly. I think you'll see these boats getting refined constantly, and you are right about the bulkhead. Easy fix for them.
