From our experience here, a 20 inch beam is getting would work OK, but another consideration is the deck height -- even in his my 12 year old prefers to insert a pad to hold him in the cockpit tighter. For whatever you end up with, it'd be worth looking at outfitting the cockpit to get a good fit, to make sure they aren't just sitting loosely in the boat. And, it still depends a lot on the kid and the skills. The boat aside, getting on the water and paddling is what matters the most. Even our 26" wide Skimmer has been a good learning boat, especially in that it doesn't like to go straight on its own, forcing the kids to learn a how to make it go straight, but they do have to do kind of a funky stroke in such a wide boat.
