Based on your ideas and experience I bet you could! That was really good stuff.
I let my nephew and two nieces (all age six last summer) do whatever they wanted to with my Gliss (an 8 foot ww boat) in a small, shallow pond. They came up with their own games and played themselves to exhaustion. The boat spent most of the tiem upside down. The only time I had to intervene was to take away the paddle when all three were on/around the boat. I didn't want anyone to get smacked in the face. Having at least one more small boat would help a lot when all three of them are around.
Later on, we took the Gliss down to the beach and that's when they each had a turn paddling along the shore. There was a small shore break that day which the girls didn't care for much.
I really liked your idea of setting up a slalom course with tennis balls. What a lot of fun! And you could easily couple that game with Brad's idea of having little treats around when a kid breaks his own speed record.
Originally, I didn't think I'd be taking my nephew on any moving water for quite a few years, but based on what you and Brad both said, moving water is fine so long as it's gentle enough and the kids are comfortable handling their boats and getting wet.
