There are short barrelled (but legal) stainless steel pump shotguns designed for bush pilots and marine use that are probably the most effective anti-bear weapon one could carry comfortably in a kayak.
I agree that pepper spray should be tried as a deterrent prior to shooting a bear. Does anyone make a pepper spray canister that could be mounted on the forend of a shotgun? That would put your first and final defenses in one package with either being instantly accessible.
