Strobes are considered distress signals...

...don't use them. You'll have the Coast Guard and Marine police getting grouchy.
I wear two PETZL Scout lights on a band on my hat. One is placed fore, and the other aft. They have a steady beam (and a strobe flasher option for emergencies) and give me 360 coverage. Coast Guard regulations are for people powered boats to be able to "show a white light." There is no limitation on white lights. Theoretically you could light yourself up like a Christmas tree if you only used white lights.
Sometimes you get wiseguy night water skiiers who want to give you a scare. You just take off the band, hide the lights and cease to be a target.
Most people wear a single light pinned to their vest, thinking "show a light" confines them to one light. That gives only 180 coverage which is not enough.
