Agreed... did you read one of my earlier posts, where I complained about how the Navigation class I teach gets canceled frequently, and when it does go, it is usually half capacity...nav is not a "hard" skill, perhaps it is hard to show off to one's friends.With more people moving beyond flatwater (using a sea kayak on the sea! Wow, what a concept!) this could be the critical topic for instructional centers to improve.
Otherwise, we will get regulated. It has happened already- a few years back, the Or St Marine board imposed laws specific to PWC's. The PWC lobby fought back, claiming that only general nav law should apply. They lost in court, the regs stayed. And now, Oregon requires a license to operate any boat with a motor over 10hp; to get the license, one has to pass a nav law test.
It all started because enforcement officers got tired of pulling people over, but getting indignent replies from the offenders- "you mean there are laws out here?" was common, plus they thought they should be exempt or considered special or different... sound familiar?
