Bill McKenzie was my assistant IT--as a retired USAF C-141 pilot and a current Boeing test pilot, he made sure we were up on our Navigation and Rules!

The bigger problem is marketing...the majority of people don't see the need for classes, period, and those who do take classes are disinclined to take navigation courses because they look boring. Most people are ignorant of navigation and ignorant of the need for many topics of instruction. If you tell them they should learn something, they only think you're trying to sell tuition in a class.
