In plain english the rule means either show the same lights as a sailboat (red/green sidelights and a 120 degree white stern light) or use no lights but have strong flashlight available to shine to oncoming boats. This site has a nice picture example: http://www.kayaktrips.net/sea-kayak/000566.html In Rule 23, power vessels under 7 meters with a maximum speed of less than 7 knots may use the all-round white light. Since kayaks aren't power vessels this doesn't apply and we shouldn't use the all-round light.
I've been looking for a battery powered light that meets the rule but haven't found one yet. (these come close: http://www.go2marine.com/frameset.jsp?servletPath=/g2m/action/GoBPage/id/98417F/hiLiteSku/98417/categoryId/13789/ )
I have an idea to modify one that will and will post it when I work it out.
