And people think "kayakers are slower than motorboats"...so they must have right-of-way over everyone.
When in reality, Kris' response that kayaks can stop almost instantly, turn, reverse, and maneuver quicker than any other vessel seems to be spot-on.
In whitewater, kayaks don't even have right-of-way over rafts...kayaks generally stop and play waves and holes...but downstream traffic has ROW over stationary traffic.
So...kayakers have right-of-way over....nobody!
If kayaks are in a towing situation...in traffic...that's what Ch. 16 is for!!
