Coastal vs. Inland

There may be different regulations for NH Inland and for coastal (colregs) waters.
There may be different interpretations (all but one would be incorrect) of the colregs among Coasties in different jurisdictions....but there is only one set of regulations.
But what this points to....any law that is difficult to enforce is a bad law! If many of the enforcement personnel don't even understand it, how can it be consistently enforced?
But until it changes, the law is the law is the law.
