: do then it's red/green/white.Often people read only the part of the Rules they believe to be pertinent, and skip the rest. Some clauses can be interpreted improperly that way.
For example, the white light thing. The Rules have an overiding purpose- to establish conduct necessary to avoid collision. As such, the Rules establish means of communication necessary to interpret intent of action, and to establish means on identification of vessel class so that proper action can be taken.
The single white light is to be interpreted as a vessel at anchor, ie, not making way, not underway. The specified Rules I listed in my prior post are about the only times a single white light is listed. I think that reading them should make clear the statement that the "at anchor" is proper interpretation (imagine the frustration of the knowledgeable captain, upon viewing a single white light that moves slowly, not recognizing a kayaker and instead trying to hail on ch16 the vessel he thinks broke loose from it's mooring).But to truly understand the proper interpretation, read Rule 20, especially Rule 20 (b). Then it will become clear.
