Coast Guard only requires the flashlight for vessels under oars. They are also fine if you do more and add single white 360 (or two), and wouldn't mind if you took it to full small motor regs and added RG up front.
Inland waters vary depending on jurisdiction. If you paddle around other vessels at night, best to be lit like a vessel.
Easy to do. I can rig for 360 white and r/g bow lights in about a minute. Can keep the lights in my underdeck bag if paddling late and end up out longer than intended.
I use TEKTITE marker lights. See (sorry a bit poor) pictures. Very simple and reliable. I can reach everythign from the cockpit. If I night paddle more I may add some small plastic shields behind the cones on the R/Gs (see cockpit view in pic 7).
