Most state marine boards clearly exempt kayaks and canoes from the requirement of a "throwable type flotation device", but locals regularly get pulled over and cited.
I threw a fit on our local sea kayak yahoo group because people were adopting the use of flashing lights for night paddling. I was lectured to stand down, because such use had precendent with the local rowing community, with the blessing of the local sheriffs patrol!
BTW, I have been pulled over twice by the patrol for not having a PFD- of course, they were flabbergasted when I cited exemption under Coast Guard CFR 175.17, because I was in a sprint race kayak. Not flamiliar with it, they cited me anyway.
