One problem

There are two problems with this issue.
One, education. I teach paddlesports- every year I introduce dozens if not hundreds of newbies; I teach surf zone and other advanced classes; the last Nav class I taught, I had 3 students. The one before that, 3 students, the class before that, canceled due to lack of sign ups.
Nav is just not as sexy as rolling a boat.It is simple, everyone- a single all around light is communication that you are at anchor. Period. The single light under Rule 25 is to be turned on only as necessary to ward off collision- and in compliance with Rule 36 (don't shine it in their eyes).
This is particularly interesting because here in Oregon, operators of boats with more than 10hp must now pass an exam; the enforcing agencies got tired of pulling people over and getting incredulous responses such as "you mean, there are laws out here?". No kidding.
Are kayakers going to be next?
