The vessel pictured is a 52 ft. MLB, one of four built. I believe they were built in the late sixties or early seventies at a USCG shipyard back east.
Self righting is actually an easy thing to accomplish in a vessel, but very costly. You have to have heavy water tight doors / windows etc., and a superstructure that is stout and tight. Most MLB's have an ample pilot house that acts like a big air chamber. Weight low in the hull will right the vessel as long as the water tight integrity of the superstructure is not compromised. There have been kayaks built for solo ocean voyages that have integral self righting pods aft of the paddler, and weight low. Keep in mind that one water tight door could be $5000.00.
