There are many good Marine paints that will work on a fiberglass boat. Interlux Britesides is popular with boat builders and is easy to apply by the roll and tip method.

AFAIK, there is still no paint that will stick to polyethylene reliably, so it's not worth trying to paint a plastic boat.
