Where should the hole be drilled?

Should it be drilled at the top of the bulkhead or the bottom. Considering that water may pool either at the top (boat capsizes and is inverted) or bottom (boat has been turned over after capsize)would it be best to drill one 1/32 hole halfway up the bulkhead?
