If you need to do a high brace on the move to pass a BCU exam, use whatever equipment helps you do it best. (Note that the BCU doesn't specifically exclude GP's...it's just tougher to do a couple maneuvers with one. You'll likely also find that some required maneuvers are easier with a stick).

I can definitely do the bow rudder and hanging draw with a stick. You really need to bury the blade to do so. Rather than a sculling maneuver where a GP excels, you need maximum blade area to present to the water so you can exert as much pressure as possible on the water moving past the blade.
