Yes, Shawn, I agree with you on just riding vs. paddling, especially here where just riding means 3 hours of commuting.
One thing that struck me about the riding program I taught was the staff/student ratio -- which was part of the discussion on David's incident. We had a senior instructor, an assistant instructor and two volunteers with horse experience in the ring at all times, for a class of six. The three beginners had a knowledgeable person walking or riding beside them all the time to teach basic skills when the senior instructor was working with the more advanced riders.
Using volunteers gets around the problems of economics that come with any outdoor program. The facility recruits volunteers and gives them free lessons and meals for the weekend.
