When I was researched the same question a few months ago, the consensus seemed to be that the Horizon HX-460 and the Icom M1V were pretty comparable, and the M1V is a bit cheaper. At the time I was looking, the best price I found was $179 from a company called ALF Enterprises in Arlington, WA. So far, I've been happy with it. It may be excessive caution, but I keep mine in a waterproof bag even though it's supposed to be submersible. I've heard a number of reports of "submersible" radios that turned out not to be, and the bag is pretty cheap insurance.
