I am very happy with my new Standard Horizon HX460S VHF Radio. It is small, has excellent battery life and is submersible. It is small enough to attach to your PFD. The batteries last all day. It can also be set up to alert you when the weather radio broadcasts a severe weather warning.

I got mine through west marine (link below), but there are other sources.

: The Governor here (Hawaii) has just signed a law that requires every
: "vessel" that ventures one mile off shore to have on board a
: EPIRB or VHF radio. So the search begins. Where better to begin than here,
