Actually, the most recent trips were post 9/11. The only thing that changed at customs (as far as I could see) was that there's now an exit interview leaving the US, which is new. And that's where I had to listen to the customs officer's life history.

I use an inverted-V tie down front and back on the highway, and no tie-downs for short trips in the city.
