These are basically the same issues that people have been fighting over the Recreational Fee Demonstration Program. That program is suffering in Congress, having shown the FS to be fiscally incompetent, and the program to be widely unpopular.

I would encourage you to fight it. What happens is that the majority of the money windsup being spent on enforcement or unnecessary capital improvements (can you say $2 million outhouses), with little real benefit to the land or the public.
