When the wind conditions and the shape/design of the boat make the rudder (in the water) ineffective for turning into the wind, pull the rudder out of the water and let the wind blow on it to help push the stern around as you come into the wind.
Many ruddered boats tend to turn into the wind when the rudder is in the up position.
