I think one needs to distinguish between what paddling style one would (as an instructor) want a new paddler to see and emulate (or be taught) versus what an experienced and competent (meant broadly) paddler will do on his own.
It is well established that torso rotation is (generally) important. It is also well established that new paddlers do not use torso rotation. I believe that, at first, it takes conscious effort to use torso rotation when paddling. Thus an instructor might need to overemphasize using torso rotation. I suspect that this motivates the Canadian requirement.
On the other hand, no one would probably argue with experienced paddlers like Chris Duff (who circumnavigated Ireland and New Zealand) about their paddling style. Clearly, it works. But one might not want a new paddler to use them as an example. An experienced paddler will use a wide-range of styles tailored to what experience indicates is appropriate. A new paddler will use what seems "natural" or, after a little training, will quickly fall back on what seems "natural".
