I would hesitate to call a PFD that doesn't float an unconscious person "Ill conceived", in the same way a seat belt that doesn't protect someone in the event of a full speed head on collision is not ill conceived. A type III PFD is designed to a certain job that may include certain inherent limitations. If you want a PFD that does float you face up, there are life jackets that do that. All the major kayaking PFD makers offer type V jackets suitable for kayaking for people that want the additional security.
A type III PFD will float you even if you are very tired, that is much better than not floating when tired. While not as much protection as floating face up when unconsious, it is still very worthwhile and will give you the protection you need in most of the cases where you will need it. The cases wear you are unconcious yet not stuck in your boat are relatively few.
Wearing a PFD or use of any safety equipment is a balance between inconvenience, discomfort and inherent risk. There are alot of factors that are incorporated into the equation. Your skill, boat stability, weather, water temp, air temp, equipment convenience and comfort, swimming ability, distance from shore, proximity of help, outside threats such as speedboats, ability to roll, and the list goes on. A reasonable person can make a good judgement based on their own experience and comfort with the risks.
If you think you can safely paddle in controlled conditions without wearing a PFD, go for it, you're an adult, you have a right to make up your own mind. your decision will probably be a good one. However, I don't see any point in bringing along a PFD and not wearing it, other than to meet the letter of a law. A PFD in a hatch or strapped on deck is only useful in keeping your boat from sinking, get float bags instead. If you are going to bring it you might as well wear it.
