I'll accept this at face value.
Don't think that you will be able to get the PFD off the boat if you fall in. A 10 MPH wind is sufficient to push the boat faster than you can swim if you should happen to let go of the boat. So you will have no help floating, your boat is gone and you aren't wearing a PFD. Even if you hold on to the boat, cold water may be sufficient to make it so your hands don't work so you can't operate the zipper. An unzipped PFD is almost as useless as no PFD. And at this point you should be trying to get back in your boat, not worrying about getting your PFD on. But, if you fail to get in your boat (because your hands are cold) you are even less likely to be able to get your PFD on after the fact.
If you are in the water without the PFD you will need to keep treading water to stay afloat. This takes energy and cools your extremities more quickly, than just floating. A PFD is enough floatation to make it so you can float without moving, or better yet curl up to conserve heat. This will increase your life expectancy.
A PFD is like buying insurance. If you do everything right you will never need it and it is a a complete waste of time and money. But if/when you do need it, there is nothing better suited to saving your life than wearing a PFD and keeping it fully zipped up and/or buckled.
