This looks suspiciously like a troll, but I'll bite.

The biggest reason is because you only get to die once. I, too, think it's highly unlikely that I'll end up in circumstances where I'd survive if I were wearing the PFD but not if I had it on deck, but it could happen (I suppose the likeliest would be a combination of being injured and losing contact with my kayak). Even if the incremental safety benefit is small, the PFD is awfully easy to put on, and I like my life, so why not? As a side benefit, if you do find yourself in the water, it's kind of nice to be able to rely on the PFD for floatation so that you can take a minute to rest, use both hands for something besides staying afloat, or whatever.
