A friend of mine used a 35 mm slide projector to enlarge lines. He took a photo of the small-scale plans, taped a large paper on the wall and projected a framed slide/negative to the paper from a correct distance. Worked fine, but I guess you have to be very careful to not distort the lines while photographing/projecting.
