The heavier boat will be more stable for several reasons. It will sit lower in the water which will probably give it a wider waterline, which will increase initial stability. Sitting lower in the water will also lower the center of gravity again creating more stability. And the larger contribution to the over all center of gravity from the boat will further lower the overall center of gravity, increasing the overall stability.
