I believe that planing your boards before you rip them is a must. Since the board thickness will be the strip width, you'd want to have an even strip width all over the whole strip length.
Actually, if you are not going to shape the strips (I mean, route them with the cove and bead profiles) the planed edge will be the glue surface for one strip to the other. A smooth surface will increase its adherence.
On the other hand, you don't need to plane / sand or whatever the "face" of the strips. Just take in mind that you have to rip the board as accurately as you can (I mean, trying to get an even 1/4" width). This cut will affect the strip "height". The more "snaky" the cut gets, the more "bumpy" the surface of the strip will become.
Again, don't worry about rough cuts. Once you've installed every strip in place you'll have to fair and smooth the surface one way or the other.
