Hmmm. . . Can't measure anything below 10% without a stopwatch? Let's see--9% over a ten mile passage would put the better boat more than 1500 yards ahead. I think I'd notice that. Even if the two paddlers had significantly different ability, the relative change from the previous day in the old boat would be observed.
Have a look at the America's Cup boats this year. If it were simply a matter of appying modern technology don't you think the boats would be much closer to identical? Why would any syndicate bother to build two? The fact is, we still don't know exactly what makes a boat fast. You ultimately have to perform on the water testing, and as the differences get smaller (your less than 10%) you just have to do more and more testing.
