it would have to be a natural interaction of advanced gear as well as advanced tecnhique, that would create the environment in which you would be much safer. One does not exist without the other.
Think back to what the simplest of boats might be... I'm guessing a deckless version of something like the Irish Coracle. When that proved too harsh for heavily wave strewn environments, the decked boat magically sprang into being through natural product development... in other words, new gear arrived that created an on-going capability in the pursuit of the human desires. In this case, it was huntng for animals to maintain the subsistance lifestyle.
Along with that new gear, came a need to respond on a personal skills level to the more developed capability as presented by the new boat style.
All these things go hand in hand and they will always be so. Man is a technological creature, and that puts a skill premium on the folks who wish to practice with the new technology as it is developed.
You simply can not have one without the other unless you wish to be staked-out in a technological envelope from the past.
