symmetry

Assuming that a person wants, for whatever reason, to build a kayak that is symmetrical fore and aft as well as side and side, how should paddler and gear weight be distributed. Am I wrong to think that the weight needs to be balanced slightly aft of the actual center of balance. Or does this all depend on other factors? Thanks, Tom.
