Kayak rudder

I am building a 19' sea kayak specifically for recreational racing. The design requires a rudder. The typical sea kayak rudder using foot pedals seems sloppy in comparison to some rudders used on such go fast kayaks as the x-par missile which uses a "tiller" for foot control and an over the stern rudder that stays in the water (it doesn't swing up onto the stern like most rudders). I've had difficulty finding a company who will sell one to me. Comments and suggestions welcome--because I'm stuck. Thanks, Tim
