good morn pete, I can't answer the specific questions with confidence concerning coefficients but I am willing to address the opening question and last in your post. What is most important is developing your own sensitivities as to how a boat handles so that you may interpret data and see what,if any correlation there is between data(the map) and your experience(the terrain).
My opinion is that those coefficients are like other numbers,so a boat that is 17ft long may handle different than another 17ft boat, a boat that has the coefficients of another boat may still handle differently because of the shape immediately above the waterline or windage.
I found the best way to interpret a boats handling without first person experience is to gather opinions of people who's biases and paddling experience I know. By the way what is ballistic coefficient?
