If the flow was mostly turbulant at racing speed, I think that the big boys would put lots of hardware and technology into taming and shaping a turbulent flow. But the design moves seem to be tiny and minimal - that to me implies that it most likely is mainly laminar flow and there fore the use of turbulators would in fact do as you first said - mainly add drag.
Turbulators would only be, therefore, effective in transition situations whatever these are. And at planing transitions do turbulators turn into ventilators?
