Kris,
You don't mention your size but a few comments and suggestions. There isn't really any "best of both worlds", something fast and 13-14 ft will be tippy,something stable and manueverable 13-14ft won't be fast. But....
A millcreek can be manueverable,track well,shifting weight provides a lot of steering control, holds a lot of stuff, has a slick enough shape to move easily at easy paddling speeds 2-3 mph and has enough cocpit space for cocktails and umbrella. With a high enough seat you can put foam under the deck and get adequate thigh braces,the boat is wide enough to compensate for the higher center of gravity. I built one when I first moved to annapolis and think that it is an excellent boat for your description.
as far as plastic goes, the necky gannet with flip up skeg , or maybe necky santa cruz would work. Northwestern kayaks has a coaster copy in plastic can't recall the name,it's 13ft. low back deck.
