Hey Pete -
Sounds like you're entering the realm of K1's or surfski's. My Valhalla racing surfski is 18" max beam, 19'-5" long. Waterline beam is somtwhat less. The K1's I've seen are definitely skinny, unstable, light and fast. I don't know of design software but there are lots of sites for K1 and surfski paddlers out there. Here's a few to get you started.

http://www.surfski.ca (check out the pictures and movies)The width dimension you're talking about would be in the range of an olympic flatwater kayak - too narrow for any kind of 'wave' action. Strictly flatwater. Can't help you on design. Maybe take a Guillemot RBA and modify it for width.
