Reasonable to make sea sock?

Is this a waterproof nylon , neoprene, or some other material? I occasionally see sea socks mentioned, but have not seen any info on making one, and precious little on using one.

The only story I have seen that mentions one was the story about practicing rolling off a coast with breaking waves... The sea sock came loose in this story during a wet exit after failed rolls.
