From the offset table, take the deck heights and subtract the sheer height, multiply by a scale factor, and then add the sheer back in. This will scale only the deck.
Draw out station 5 or 6 to check the size. People generally paddle with their heels together and their toes pointed forward, so don't try to make your feet fit flat against the bulkhead, you would end up making the deck to high.
