You might find some software that lets you import the PDF files and stretch them in one dimension instead of another before printing. This would let you adjust the width without changing the height if you wished. You can change the spacing without making the boat unfair, but you need to change the spacing in a smooth manner.
I think 19" would be a reasonable width, but you will want to check the height. I would not want to go much higher than 14" and that would be quite high, 12" is more typical.
ATt19" wide the boat should still be very fast. It probably won't be super stable, but should be OK. The fairly deep "V" will make it hard to get your seat low as a result your center of gravity will be high.
