The boat you describe sounds like some sit-on-tops I've seen. I'm not sure there is anything special about the 3-keel design that that contributes specially to stability, other than the fact that a lot of the displacement is relatively far from the centerline. This is also true of flat-bottom boats, which have very high initial stability.

That said, flat-bottom is is lot easier to build.

Are you looking to design on computer or pencil and paper?

If you have access to a boat that you like it might work to scribe form templates off the original and then scale them to fit your design.
