On your idea of laminating fiberglass in the center of 2 1x4s to make a paddle blank--Fiberglass adds tensile strength, which is what is needed at the suface of the paddle to prevent bending.
The centerline of the paddle is actually the neutral axis, which is under no bending stress. The wood adjacent to the neutral axis is under the lowest loads of all the wood in the paddle. The wood under the highest loads is on the surface of the paddle. So they best place to add 'glass is on the outside of the paddle.
