Usually when we discussing shortening or lengthening a boat we are talking about much lesser changes in length, typically on the order of <15%. Small changes in a hull's shape typically have small effects. Shortening the Cape Charles by 50% is not a small change. While I would expect that the panels would go together (although possibly with some extreme twist in the bottom panels) I can't think of anything good that could happen to the paddling characteristics by making this change. If you need a boat in the 9-10ft. range it might be wiser to look for a boat designed to that size. By definition it will not be a high performance sea kayak. You might try looking at small kayak designs in the Glen-L and Clark Craft catalogs.
