Kayak Building Bulletin Board

I previously posted a link to my my LEGO-themed paint job, but I'm curious about the safety of it. It would break up the kayak's outline somewhat, and red and black are not particularly safe colors for a kayak in Florida (they are in terms of boat traffic, but not in terms of seeing them in certain conditions from the shore).
Is that paintjob (a link and the picture are attached to this post) safe? If not, what's safer? I'd like to clearcoat my boat with LPU, but I cannot do so.
What's the safest color? I've read robin's egg blue is pretty safe, and then there is the obvious international safety orange and a bright, solid yellow. If it is true that robin's egg blue is a very safe color, I will probably paint my boat entirely with it, because I like the color myself and won't grow weary of it.
