Yep, like Marc says, no reason to try to stretch the polyester, it doesn't stretch much anyway. The heat shrinking will get it taunt.

I'd suggest an iron for shrinking, it's very easy to get a spot too hot with a hot air gun and melt the cloth.

Any fasteners you put on the keel will end up causing leaks, there are better ways to protect the keel from abrasion.
