If you wish to have perimeter lines webbing loops can be a good choice.

I would attach them on the hull sheer line with through #8 stainless steel machine screws with a finish stainless washer on the outside. This makes the machine screw head appear recessed. On the inside I'd use a washer and lock nut.

Drill an oversized hole and coat it with epoxy. Drill a hole smaller than the thread size so you have to screw the machine screw into the hole and it will be water tight.

By attaching the webbing loop on the hull sheer line the force on the screw will be lateral and stronger. You'll have no metal on deck. This will also leave your deck free of holes and easier to re-coat with varnish.

Run shock cord in the pattern of your choice through the webbing loops and perimeter deck lines too.

I don't like to see knots. You could try making a hole in the center of the loop fold and put your shock cord knot inside. Or you can make knots a design feature and have shock cord fisherman knots at the sides between webbing loops.

BTW: Thank you to whoever recommended Select Hardwoods in Portsmouth, NH. I just returned from there with some excellent western red cedar for my next boat ;)
