I suggest trying a variation on Nick's idea.

Turn the kayak on its side so gravity will help draw warmed epoxy into the void.

If you can put a sliver in the void to enlarge it while you inject resin, so much the better.

I'd make a small cut in the far end of the void to allow air to escape.

Warm the area apply resin, remove the sliver and apply a spring clamp over the spot.

Jig saws cut on the up stroke which can cause glass delamination. When cutting fiberglass laminates its a good practice to cut on the line with a utility knife to break the cloth threads before using the jig saw, so the up stroke of the jig saw doesn't have to lift and break the fiberglass threads.

If you have any remaining void, cut it open apply resin can close and clamp the cloth flap.
