Well I did try spraying it one time.
Same problem.

But I'm sure you are right.
Except for the fact that dacron for sof is not tightly woven.
It is easy to bunch or spread the fibers just handling it.
There is no binder to keep it consistent, since that would hinder the heat shrinkage.

Thanks for all the help.

I don't expect to do another, after I reskin this last one.
